This volume presents proclamations, special messages, and speeches from President Rutherford B. Hayes during his term from 1877 to 1881. Part of an eleven-volume series documenting American presidential communications from 1787 to 1902, it offers direct access to official executive documents. The compilation sparked the Richardson Affair, a political controversy over privately copyrighting public documents that ultimately helped establish prohibitions on federal government works being copyrighted.
