Chapter XXXIV: Section 26: TEN-YEAR LIMIT—ASSESSMENT. The power herein granted for

the assessments of benefits shall expire ten years from the date at which this act shall take effect: _Provided_, That after the expiration of said ten year period, said board of park commissioners shall have and exercise powers therein granted in respect to the opening and improvement of streets, ways and boulevards, of which they have control, similar to powers of the board of public works of such cities in respect to streets and highways.
