Chapter LXXII: Section II: of the secret decree declares that the culprits are not to

be tried in occupied territories unless it is probable that a death sentence will be pronounced, and it must be possible to carry out the execution of the death sentence at once; in general, a week after the capture of the culprit. It further states:

“Special political scruples against the immediate execution of
the death sentence should not exist.”
