Chapter XVII: Section 16: The existing regulations of the American Colonization

Society, in the Commonwealth, relative to immigrants, shall remain the same in the Republic until regulated by compact between the Society and the Republic; nevertheless, the Legislature shall make no law prohibiting emigration. And it shall be among the first duties of the Legislature, to take measures to arrange the future relations between the American Colonization Society and this Republic.
